My licence is from another state — can I buy ammunition here, and what do I bring? Here is what California actually requires, and where the honest answer stops.

Residency Is Not the Test. A Records Match Is.
California's ammunition rules never ask where you live. They ask whether the details typed at the counter match a record the state already holds.
The short version
Penal Code 30370 creates the ammunition eligibility check and never uses the word resident. Neither do the regulations under it. The residency test people mean is Penal Code 26845 — where military duty station orders count as proof — and it governs delivering a handgun, not selling a box of 9mm.
An out-of-state licence does not, by itself, put ammunition out of reach. What it usually signals is more expensive and more fixable: no matching record, so the slow check.

What to have with you
- Military ID
- The DOJ's list for an ammunition purchase: a valid California driver license, California identification card, or Military identification. Three alternatives, not a set.
- A California licence or ID, if you hold one
- If your California card reads FEDERAL LIMITS APPLY, bring a passport or certified birth certificate too. Plenty of people here keep a home-state licence instead.
- A physical residential address
- The DOJ says a P.O. box is not acceptable, so a base box or FPO will not do. Barracks and base housing are physical addresses.
- Sworn officers: a letter from your agency head
- Not your badge. What the exemption turns on is further down this page.

Where the Law Is Clear, and Where It Stops
We would rather show you the seam than sell you a clean answer that turns you around at a counter.
SettledPenal Code 30370 sends the DOJ to Section 28180 for your identification, and Section 28180 carries an express provision for a purchaser whose identification consists of a military identification card.
SettledThe DOJ's AFS update page holds a Military Identification or Department of Defense number in place of a California licence number, takes military orders as a verifying document, and addresses the applicant with no California licence or ID card at all.
SettledActive duty is not an exemption. The lists in Penal Code 30312 and 30352 are closed, and military service is on neither.
Not settledWe cannot show you a primary source saying an out-of-state driver licence on its own is accepted at an ammunition counter. 11 CCR 4045.1 gets close: it covers ammunition eligibility checks under Penal Code 30370 and calls for a copy of the California card or out-of-state driver licence, if applicable. It contemplates the document, never says when it applies, and the DOJ's what-to-bring list omits it. We are not going to paper over that.
What to do about the gap
Call and tell us what is in your wallet — a CAC, a home-state licence, a California card. Two minutes, no cost, and it is the difference between a drive that works and one that does not.
Then verify with the state, not with us — the DOJ's program page outranks this one. Genuinely unusual situation? That is work for a California firearms attorney.
The part that actually costs money
A New Arrival Has No Record for the State to Match
Nothing to do with your licence and everything to do with a database — which is good news, because a database can be fixed.
Buying ammunition does not create an Automated Firearms System record, and neither does moving here — a California dealer transaction, an ownership report, a CCW or a law enforcement entry does. So if every firearm you own was bought in Jacksonville or Killeen, you are on the Basic check: $19 rather than $5, days rather than minutes, every visit. Fees the state sets and we collect at the counter on its behalf — never our pricing.
The way in is reporting a firearm you possess but were not previously required to report — and Penal Code 17000 provides that for a member of the Armed Forces, residency for the new-resident reporting duty is deemed established on discharge from active service in this state, so a PCS generally does not put you on a 60-day deadline. Voluntary, its own state fee, filed in CFARS. Sworn officers
A Badge Is Not the Paperwork
California does exempt sworn peace officers from parts of the ammunition process. It is narrower, and far more procedural, than people expect.
The class is narrow
Penal Code 30312 and 30352 carve out a sworn peace officer as defined in Penal Code 830, and a sworn federal officer, authorized to carry in the course and scope of their duties. Retired, reserve and civilian-employee status are not addressed by that language.
Proper identification is defined, and it is a letter
Penal Code 30352 defines it as verifiable written certification from the head of your employing agency, identifying you as a full-time paid peace officer authorized to carry a firearm on duty. A badge and an agency ID card are not it.
It arrives with you, every purchase
Delivered at the time of purchase, with bona fide evidence of identity. The vendor keeps it with the record of sale and submits it to the DOJ — there is no standing file between visits.

I am stationed in California but my driver's license is from another state. Can I buy ammunition?
California's ammunition statutes contain no residency test — Penal Code 30370 never mentions residency, and the DOJ's what-to-bring list is a California driver license, California identification card, or Military identification. Whether an out-of-state license alone is accepted, we could not source from a primary authority. Call us first, and verify with the DOJ.
Do military permanent duty station orders work for ammunition the way they do for a firearm?
Not directly. Penal Code 26845 requires proof of California residency before a handgun is delivered and names duty station orders as satisfactory. No equivalent requirement exists in the ammunition statutes, so there is nothing there for orders to satisfy. They do count as a supporting document when you correct your DOJ record.
Am I exempt from the eligibility check because I am active duty?
No. The exemption lists in Penal Code 30312 and 30352 are specific — sworn peace officers, federal law enforcement officers, licensed dealers, agency purchases — and military service is not among them. Your own range ammunition means the same check and the same state fee as everybody else.
I am a sworn peace officer. What do I actually have to bring?
Written certification from the head of your employing agency, identifying you as a full-time paid peace officer authorized to carry a firearm in the course and scope of your duties. Penal Code 30352 defines that as the proper identification, delivered at the time of purchase.
I just PCS'd here and have never bought a firearm in California. Why is my check the expensive one?
Because there is nothing for the state to match you against. The Automated Firearms System is populated by California dealer transactions, ownership reports and CCW records — not by moving here or buying ammunition. With no entry you get the Basic check, $19 instead of $5. Both are state fees, not our pricing.
Can I bring the ammunition from my last duty station with me when I PCS?
We cannot answer that cleanly, and we would rather say so than guess. Penal Code 30314 makes it unlawful for a California resident to bring in ammunition acquired out of state unless it first goes through a licensed vendor. Whether an active-duty member stationed here is a resident for that section, we could not settle from a primary source. Ask the DOJ.
